TRAI set to initiate consultation process for spectrum auction
The Telecom Regulatory Authority of India (TRAI) is planning to initiate the consultation process, in August 2014, for setting the reserve price for the next round of spectrum auction. The Department of Telecommunications (DoT) is planning to conduct auction for spectrum in the 900 MHz band in circles where licences of telecom companies will expire over the next few years. DoT will also hold auction for spectrum in the 1800 MHz in circles where licences are likely to expire and the unsold spectrum in February 2014 auction will also be put up for sale.
The telecom regulator will also suggest guidelines for mobile virtual network operator (MVNO) licence, which allows companies to offer mobile services without setting up telecom infrastructure. This comes as the government is planning to introduce MVNOs within the next one year while it plans to introduce spectrum sharing within the next six months to a year. DoT had recently sought TRAI's suggestions on methodology for calculation adjusted gross revenue (AGR) of an MVNO and the corresponding mobile network operator (MNO).
